Talascend is currently seeking a Site Manager for a contract opportunity in Pontiac, MI.

SUMMARY:

The Chief Operating Engineer is responsible for the operation, maintenance, and utilities management of the Central Energy Plant (CEP) and associated site utilities at the Pontiac Engineering Center. This role involves leading teams to ensure high service delivery and operational efficiency. The position requires strong leadership, communication, and technical expertise.

SUPERVISOR RESPONSIBILITIES:
  • Lead a team of 9 UAW-represented Stationary Engineers for 24/7 operations
  • Oversee development and implementation of site utilities management
  • Coordinate job responsibilities and reporting for timely completion
  • Manage site utility budget and project plans
  • Monitor utility consumption and approve monthly utility bills
  • Supervise labor relations and hiring processes in collaboration with UAW leadership
  • Administer disciplinary actions and grievances in line with UAW agreements
  • Plan and schedule work to ensure 24/7 coverage and manage overtime/vacation
  • Ensure all Stationary Engineers maintain required licenses and training
  • Provide training and cross-training for emergency response

OPERATIONAL RESPONSIBILITIES:
  • Ensure all Central Energy Plant (CEP) operations are running smoothly, including chillers, compressors, and boilers
  • Monitor and track utility usage (natural gas, electricity, compressed air, water) and ensure adherence to efficiency goals
  • Track and manage monthly utility readings and enter them into the client system
  • Maintain and procure materials needed for plant operations
  • Ensure compliance with client site safety and environmental protocols
  • Administer CFC/refrigerant tracking database
  • Oversee vendor management and ensure alignment with client standards
  • Report any disruptions in services within the CEP
  • Support client energy, water reduction, and utility reliability goals
ADDITIONAL RESPONSIBILITIES:
  • Manage work order systems and ensure timely completion of tasks
  • Coordinate employee vacation scheduling, payroll approvals, and training
  • Participate in client environmental compliance and ISO standards initiatives
  • Support cost-saving initiatives and continuous improvement efforts for utility services

SAFETY AND COMPLIANCE:
  • Conduct daily safety talks and weekly safety walks
  • Ensure compliance with OSHA, state/local regulations, and environmental protocols
  • Promote safe work practices and emergency preparedness
  • Maintain a strong focus on safety, including zero recordable injuries and completing safety-related tasks (PMs, repairs)
  • Track and report on employee safety, performance metrics, and training compliance

EDUCATION/EXPERIENCE:
  • Associate or Bachelor’s degree (preferred) and/or equivalent experience
  • Minimum of 5 years of operations and maintenance experience
  • 5-10 years in Facilities Management/Supervision
  • Strong written and verbal communication skills
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook, Access)
